Symptoms

After installing WebCenter Forms Recognition (WFR) 12.2.1.3 on a Windows 2016 server, the below error occurs when registering the applications (Register Applications.bat and Register Web Serber.bat):

RegAsm : error RA0000 : Failed to load 'D:\app\oracle\wfr\WebCenter Forms Recognition Web Server\bin\Brainware.Verifier.DialogGateway.dll' because it is not a valid .NET assembly
!!! unregistration Brainware.Verifier.DialogGateway.dll failed !!!
