Duplicate Batches Created in WebCenter Forms Recognition (Doc ID 2973272.1)

Symptoms

There are duplicate batches being created for the same image in WebCenter Forms Recognition (WFR).  One of the two Import Runtime Server (RTS) Instance's H_ log files shows the error message:

Cannot delete file xxx.tif. File not found.

Changes

New environment, second Import RTS Instance created.
