ORDS database connection failed

When trying to configure ORDS connection to our production database and it is failing with the following error.
ORA-24964: ALTER SESSION SET CONTAINER error

The issue can be reproduced at will with the following steps:
After database upgrade from 19.17 to 19.19

ORDS configuration is failing with ORA-24964 when trying to configure new database for existing ORDS configuration

Database upgraded from 19.17 to 19.19
