Symptoms

Unable to Load File From extend.sites.webapp-lib:WEB-INF Folder, but Can Load from sites.war:WEB-INF/config

We are trying to deploy a custom file to extend.sites.webapp-lib and read that file:
We placed the file under extend.sites.webapp-lib:WEB-INF/example.properties

However, when we attempt to load the file, we get a File Not Found error.
