Symptoms

After applying July 2023 PSU patch to the WebLogic server with IDM applications deployed, SSL handshake fails between the WebLogic server and Oracle database. This happens only when FIPS is enabled on WebLogic. Issue is not seen with January or April 2023 PSU patch. Below is the SSL error showing in the WebLogic server log:
