Patches are not Correctly Displayed on the WebLogic Server Administration Console

Symptoms
In a WebLogic Server (WLS) domain where the server instances are run on different physical host machines, end-users can normally view a list of patches, including version numbers and timestamps, for any server instance by navigating on the WLS Administration Console to Home > Summary of Servers > (name of server instance) > Monitoring tab > General tab.
After patching a WLS installation with a recently-released Stack Patch Bundle on one of the physical host machines, it is observed that the WLS Administration Console is no longer displaying the list of patches for a subset of the servers in the domain. The WLS Administration Console merely shows the WLS version only and no list of patches are visible.
For illustration of the symptoms, consider a sample WLS domain wherein the server instances are run on two physical host machines: Host Machine 1 and Host Machine 2. Host Machine 1 is patched with a more recent Stack Patch Bundle while Host Machine 2 retains its older set of patches. In the screen shot below, the Administration Console displays the list of patches for a server instance run on physical Host Machine 1. The patches, versions, and timestamps in the display aligns with the outputs from the Opatch lspatches and Opatch lsinventory commands executed on Host Machine 1 (for brevity, only the output from the Opatch lspatches command is shown below, but the patches listed by the Opatch lspatches and Opatch lsinventory commands should be consistent and identical).
