WLS 12.2.1.4 PSU Update to Jan 2023 and Higher Cause Performance Degration and JMS Backlog Buildup (Doc ID 2977759.1)

Symptoms

After upgrading from July2021 PSU to Jan2023 PSU on WLS 12.2.1.4 - intermittent issue where hogging threads are noted on WLS servers, which result in JMS message backlog and performance degradation.

Configuration on WLS is small clustered servers, that has non-durable Distributed Topic.  JMS message producers are downstream Tuxedo/WCC. JMS message consumers are thick Java Clients on Windows using wlthint3client.jar.

 
WebLogic server logs show below errors:
