Admin Server Taking Long Time To Start (Doc ID 2977812.1)

Goal

On : 12.2.1.4.0 version, OSB Core Functionality

Admin server taking long time to start and the following is observed in the log

 you can see almost 7 minutes of delay between 2 events. Attached the complete log file also.

###################### isASMRequiredInCluster() = false
###################### platform.getInstanceConfiguration().isAggregationEnabled() = false


<Class 'com.bea.console.cvo.systemstatus.SystemStatusBean' not found for property 'systemStatus'>


Applied the patch 33413208 but it didn't help. This is the merge patch for bug 27044172
