"java.lang.ClassNotFoundException: Files" Occurs with nmStart Command when Node Manager is Registered as Windows Service

Symptoms
When the node manager is registered as a windows service, start up of weblogic by nmStart fails with java.lang.ClassNotFoundException as follows.
Changes
- Nodemanger is registered as a Windows Service.
- server is started using WLST nmStart command.
- PATH environment variable includes space such as "C:\Program Files\Common Files\Oracle\Java\javapath".
- NativeVersionEnabled=true and weblogic.StartScriptEnabled=false are set in nodemanager.properties.
