FMW Control 12c EM Console Displays WebLogic AdminServer and Managed Server As Unavailable Or In A Pending Status (Doc ID 2982413.1)

Symptoms

The Weblogic AdminServer and wls_ods1 managed servers for an OID Home are displayed as unavailable in a Pending Status in FMW Control 12c EM console.  

In the WebLogic Admin Console, the WebLogic servers are displayed with a RUNNING status but when viewed in the FMW Control 12c EM console they are displayed as unavailable with a status pending and there are no other options shown on the left side of the menu.

Additional symptoms include a failure when attempting to execute the following command for DIP:

[oracle@weblogic ~]$ syncProfileBootstrap -h <hostname> -p <port> -D weblogic -profile <profile_name> -lr 3 < ./passwd.txt
[Weblogic user password]
Connection parameters initialized.
Connecting at localhost:<port>, with userid "<weblogic_username>"..
Connected successfully.

ODIP application may be down at "localhost:<port>", please check the application status and log files.
