Goal

In the Administration Console, if you change a non-dynamic parameter that requires a restart of the WebLogic Server, the following message is displayed:

All changes have been activated. However N items must be restarted for the changes to take effect.

If this message is displayed and you update other dynamic settings (The settings do not require a restart, such as deploy) without restarting,
Are the dynamic settings are successfully updated?
