Issue with Activate Changes after Creating a New Cluster in WebLogic Console (Doc ID 2984487.1)

Symptoms

 Added a new cluster for an existing domain. However, once the cluster is created using NEW option facing issue with the startup. Even tried to delete the cluster but below error is shown when doing "Activate Changes" in the WebLogic Admin Console.
