IDM Stack Patch Bundle 12.2.1.4.230809 fails with relinking errors in the log file

When applying IDM Stack Patch Bundle 12.2.1.4.230809 the pre-step completes successfully. However, during the downtime phase, while patch 35692623 is being applied, it fails on relinking binaries and the spbat.sh errors out:
