After Applying the WLS CPU Patch "lib_capture_commons-codec" is Stuck in Prepared State

Symptoms
The below patches were applied:
35899219 "WLS STACK PATCH BUNDLE 12.2.1.4.231011 (Patch 35899167)"
35893811 "WLS PATCH SET UPDATE 12.2.1.4.231010"
After that, WebCenter Capture server is not starting. The error returned in the Capture server log is:
