Oracle Identity Governance (OIG): Approving Second Disable User Request Activates Disabled User (Disabled To Active Status) And Also Request Gets Failed (Doc ID 2985047.1)

Symptoms

When there are multiple disable requests raised for same user who is not a manager of any users, then approving second Disable request activates disabled user (which were disabled by approving first disabled request) back to Active status.

Note: When there are multiple disable requests raised for same user who is a manager of others, On Approving the second disable request, No changes on user status. user remains with "Disabled" and only request status is just changed to "Request Completed".

Steps to reproduce the issue:
====================

1) Raised multiple disable user requests for a user who is not a manager of any users

2) and then check the user status and request status on approving request one by one.

* On approving the first disable request, user status is changed to "Disabled" and first request status is "Request Completed" as expected.

* On approving the second disable request,user status is changed back to "Active" and second request status is "Request Failed".

* On approving the third disable request, again user status is changed to "Disabled" and third request status is "Request Completed" as expected.

* On approving the fourth disable request,user status is changed back to "Active" and fourth request status is "Request Failed".

* Same pattern is observed for all other remaining requests.
