SSH-FTP server can not start without a valid a host key

Symptoms
On : 12.2.1.3.0 version, Core MFT Application Console
Ports are failing on MFT env. We tried to import the working host key file from PROD to STAGE environment but still persists. No changes were made prior the issue.
Please note that after importing the working host key file and replaced it on FTP tab, we performed restart of servers -- but still exists.
The following errors are seen on logs:
