Failed to Rotate Server Log File with LogRotationException (Doc ID 2989972.1)

- WLS did not rotate logs when the rotation type is configured 'by time'. There was no particular error output at that rotation time.

- When enable rotation during start up, LogRotationException shows in stdout and Server log.
