OTD Fails to Start from EM Console with Error "Could not obtain the correct wallet pin." (Doc ID 2990491.1)

Symptoms

Starting OTD from em console fails with below error:

The OTD server log has the following:

[2023-11-29T21:37:42-05:00] [OTD_INSTANCE] [ERROR:32] [OTD-10422] [] [pid: ] Failed to set configuration
