Error Importing VendorASSA Pool When Chinese Characters are Introduced "[Oracle][ODBC]Memory allocation error"

Symptoms
Using Oracle WebCenter Forms Recognition 12.2.1.4.0 to import VendorASSA pool against an Oracle Database in Designer. There has been an introduction of more records into the VendorASSA pool and they contain Chinese characters. The Pool Update is working without adding VENDOR_NAME_ALT. This field contains the vendor names in CHINESE language which seems to be causing the issue. In Designer the error importing the Vendor pool displays as:

ODBC Trace logging shows the error as:
