SOA Error: Bad Response: 413 Request Entity Too Large

Symptoms
We have this SOA BPEL composite which calls a DM Webservice and saves invoice file into our Document Management system.
We noticed that sometimes we received error: javax.xml.soap.SOAPException: Bad response: 413 Request Entity Too Large if the invoice file size is too large.
We checked the admin of DM Webservice and the limit of file size is 300 mb.
We reviewed the invoices which failed, they are only around 24 mb or 29 mb, and much less than the limit of DM Webservice.
