Running Forms Fail with Error FRM-40039 Reporting a Missing Library (Doc ID 2994325.1)

Goal

In the process of migrating Forms applications from 10g to 12c, all modules (forms, libraries) were compiled using 12.2.1.19.0 in a development machine.
In another server, Oracle Forms 12.2.1.19.0 environment was setup to receive these forms.
However, when any form is invoked in this 12c environment trough a browser, we receive the error FRM-40039, informing that it was not possible to attach a library, but the library mentioned in the message exists in a folder included in FORMS_PATH.

What needs to be done to resolve the error?
