Symptoms

Secure Sockets Layer (SSL) has been enabled on an 11.2.0.4 database server.
SSL connections using SQL*Plus, work successfully. However, when trying to connect to the database with SSL using SQL*Developer 21.3 (JDBC 21c), with the same connection description as from SQL*Plus:
