ODI Load Plan Executions in Waiting State Do Not Show Up in Operator when Expanded (Doc ID 2995087.1)

Symptoms

When Oracle Data Integrator (ODI) Load Plans are run continuously, a few of them go into "Waiting" state but nothing shows up on Studio when Waiting is expanded from: Operator-> Load Plan Executions -> Status -> Waiting
