WebLogic Console does not Display Any Managed Server after Restart (Doc ID 2998547.1)

After restarting Admin Server, WebLogic console does not show "bi_server1" managed server.

In WebLogic console only Admin Server is displayed when navigating to below location:

WebLogic console --->Environment --->Servers
