Symptoms

On : 12.2.1.4.221011 version, Workflow Service Engine

ACTUAL BEHAVIOR
---------------
Missing SMS with OTP sent from OAM Multifactor Authentication using UMS Notification (SMS)

or

After sending SMS with OTP for login the user never receive a passcode in message

EXPECTED BEHAVIOR
-----------------------
SMS should be delivered without fail

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Try logging into the application
2. See it generate the SMS for OTP
3. Find the SMS iwth OTP not being delivered
