Symptoms
Attempting to view expired documents fails with the following error:

System failure occurred. Contact your site administrator.

Users are able to download the file, but not view.
STEPS
The issue can be reproduced at will with the following steps:
- Connect to WebCenter Portal.
- Navigate to a Portal with the documents service enabled.
- Upload a document to the portal.
- Update the document expiration date so the document expires.
- Add the documents task flow to a page in the portal and set the document task flow to show the "Expired Content" folder.
- Wait for the document to expire.
- View the page with the document task flow set to the "Expired Content" folder.
- The expired document should show now in this folder.
- Hover the mouse over the expired document.
This error will be displayed:
Error:
System failure occurred. Contact your site administrator.
- Connect to the Content Server User Interface.
- Select: Content Management -> Expired Content
- This will show the expired document.
- Get the content information for the expired document.
This will show the document was moved to the sysadmin user trash.
e.g.: Users / sysadmin / Trash / MyDocument.pdf
- Select: Content Management -> Expired Content
