UCM Server Issue When Loading/Bursting many .DAT Files In The Same Framework Folder

Symptoms
On UCM 12.2.1.5.0 version, for Fusion Application Integration
When attempting to load more than 15.000 files with the same name like "Organization.dat", in the same UCM folder, using the HCM Loader or Bursting a BI report with the same report name, the below error occurs:

The issue can be reproduced at will with the following steps:
1.Try to load many files with the same name like "Organization.dat", in the same UCM folder, using the HCM Loader or Bursting a BI report with the same report name

The issue has the following business impact:
Due to this issue, users cannot load any more files with the same name "Organization.dat", in the same UCM folder, because their requests are timing up.
