After Upgrade from 12.2.1.1 to 12.2.1.4: sites and cas Applications Not Starting

In the wcsites_server1.out log it shows the following deployment error:
weblogic.application.ModuleException: weblogic.application.ModuleException: Context path '/sites' is already in use by the module: sites-samples.war application: sites-samples
