Weblogic Doesn't Create New Log File after Reaching 99999 Sequence (Doc ID 3002655.1)

Symptoms

WebLogic stops rotating the logs after it reaches 99999 and keeps writing to the current log.
Below screen shot shows the issue for the standard out file.
