"Permission denied" Error When Applying a Stack Patch Bundle (Doc ID 3009446.1)

Goal

When trying to apply <patch 36179836> , IDM STACK PATCH BUNDLE 12.2.1.4.240112 failed with error below.

SPBAT]$ ./spbat.sh -type oig -phase downtime -mw_home <MW_HOME> -spb_download_dir <DOWNLOAD_DIR>/IDM_SPB_12.2.1.4.240112 -log_dir <OIGlogDIR>
-bash: ./spbat.sh: Permission denied

Also receive the same error if changed the permissions to 777 for spbat.sh and .bat files.
