How to Set Timezone Java Options for JDBC connections in SQL*Developer (Doc ID 3011957.1)

Timezone Java options such as -Duser.timezone=UTC and -Doracle.jdbc.timezoneAsRegion=false can be set in Java commands or in application server startup scripts.
There is need to set the same in SQL*Developer, which uses JDBC as well. How to set Java options in SQL*Developer?
