The BPM Workspace Doesn't Refresh The Page When Clicking On The Application (Doc ID 3013245.1)

Symptoms

After installing the latest 11.1.1.9 Bundle patch, the workspace tabs on the left panel are not refreshing:
- When the the user clicks on the "Application" link on the BPM workspace, the page is not refreshed automatically.
- The user has to refresh the page to see the actual applications list
- Clicking on any other tab, except the current has the same behavior
So, for example if the customer is on the "Applications" tab and clicks on the "Views" tab, the workspace still shows the application list until the user refreshes the page
- The issue happens on any browser (tested Chrome and FF) and in both regular and incognito mode as well.
- The issue happens on the QA env, but not dev env. The main difference between dev and QA is that QA has 2 servers and load balancer.
The customer tested shutting down 1 server (but still keeping the load balancer) and the issue still happens.
