Unable to Connect in Older SQL Developer Version (Doc ID 3015412.1)

Goal

Not able to connect some users in SQL Developer 4.1.1, however it is possible to connect using other tools.
But some of the user able to connect from SQL developer. Few are getting invalid user name password.

Inside SQLDeveloper 4.1.1, the error is "ORA-01017: Invalid username or password."
Using SQLDeveloper 23 works, but fails in the older version.

What can be causing this problem?
