Goal

Is there a way to upgrade the DB Client on my 12.2.1.4 Forms and reports install from Db Client 12c to 19?
I do not want at this time to upgrade to 12.2.1.19 forms and reports at this time. Is there a separate DB Client upgrade from 12.1 to 19c?
