Assistance Needed to Move Oracle Forms / Reports 12.2.1.4.0 to Microsoft Azure Cloud (Doc ID 3016441.1)

Goal

A Virtual Machine is running Redhat EL8 that is On-Premise and consisting of an Oracle 19c Database; Oracle Forms 12.2.1.4.0; Oracle Fusion Middleware 12c; WebLogic 12.2.1.4.0.

How to move this setup into Azure Cloud. Please recommend the best way to do this.
Does the Oracle Forms application need to converted into an APEX application and then move to Azure? Or can the on-premise VM as it is be move it into Azure? Are there other options?
