"CONNECTION_REFUSED" Errors When Accessing the Backend Application via Oracle HTTP Server (Doc ID 3017240.1)

Symptoms

When attempting to access the backend application running on top of WebLogic  via the OHS host:port, the following error is displayed on the browser page.

 Also in the ohs logs the below message is logged:

'CONNECTION_REFUSED [os error=115, line 1692 of URL.cpp]: apr_socket_connect call failed with error=111, host=<IP_ADDRESS>, port=<PORT> '
