Orapki Import_private_key Failed with "No class found for OBJECT IDENTIFIER {1 2 840 113549 2 9}" (Doc ID 3020563.1)

Symptoms

On Oracle HTTP Server 12.2.1.4 with dbclient 19c upgrade.
After private key is encrypted on Red Hat 8/Oracle Linux 8 with openssl command orapki import_private_key failed with error:

$ORACLE_HOME is upgraded to dbclient19 resulting in two versions of orapki commands.
Issue does not reproduce:     $ORACLE_HOME/bin/orapki (Ver 19.4)
Issue reproduces :                  $ORACLE_HOME/oracle_common/bin/orapki (Ver 12.2.1.4.0)
