The parameters provided in URL :

java -jar frmsal.jar -url "http://hostname:port/forms/frmservlet?config=xxxxx&p_pmc=1&p_user_id=xxxxx"

in which &p_pmc=1&p_user_id=xxxxx custom parameter (for example)

is not passed only when forms URL is accessed using FSAL and works with webstart or browser mode.
