Symptoms
Using Oracle WebCenter Forms Recognition 12.2.1.4.0 (build 5901).
When opening the project in Designer or when the RTS instance processes, the following error is returned:
Brainware.System.DAL.DAException ---> The underlying provider failed on Open. ---> ORA-12514: TNS:listener does not currently know of service requested in connect descriptor
Testing the connection to the database in SQLPLUS is successful.
