ORDS Error When Starting in Standalone Mode ORA-12514 TNS:listener does not currently know of service requested in connect descriptor (Doc ID 3022078.1)

Symptoms

Installation of ORDS 24.1.1. The following error occurs when starting ORDS standalone:

Using the connection type of 'basic' the following error occurs:

oracle.ucp.UniversalConnectionPoolException: Cannot get Connection from Datasource: java.sql.SQLRecoverableException: Listener refused the connection with the following error:
ORA-12514, TNS:listener does not currently know of service requested in connect descriptor

Changing the connectionType to 'customURL' and the following error occurs:

2024-05-08T23:26:55.981Z WARNING The pool named: |default|lo| is invalid and will be ignored: The database password secret in the wallet associated with the pool named: |default|lo| is missing

The same connection works from other client side tools such as SqlPlus and Sql Developer.
