OSB Managed Server Throws Java.net.ProtocolException Periodically (Doc ID 3023987.1)

Symptoms

For an OSB domain configured:

- with AdminServer and 4 managed OSB servers, grouped in a cluster, that are each running on separate VMs
- to use Administration Port over t3s
- to use Java version 1.8.0_311+

the following warning is thrown in the OSB servers log files every 60 seconds:

The impact of this warning on the servers functionality is not known. As TLSv1.3 is required here, the workaround described in Doc ID 2773855.1 is not an option.
