Symptoms

Oracle SOA converting Accented characters to Junk and causing issues after Upgrade to 12.2.1.4

This was working fine in 12.2.1.3 version, but having issues after the upgrade. This is happening for the European invoices. 

Changes

 Upgrade from 12.2.1.3 to 12.2.1.4
