After Upgrade From Build 5901 to 5923 RTS Instances Cannot Connect or Retrieve any Database Jobs. Error in H_ Log Returns "Failed to connect to database Job ''. Description: Connection to the job failed. Invalid username or password." (Doc ID 3028822.1)

Symptoms

Using Oracle WebCenter Forms Recognition 12.2.1.4.0.  Migrated from build 5901 to 5923 by applying <Patch:34502488>: WFR Bundle Patch1 12214 220808.

Everything seems to be working fine. Only problem is that in the RTS instance settings on the "General" tab after selecting "Use database", the "Select Job" drop down list is disabled and no job can be selected or created.  The error seen in the H_ log files are:

Failed to connect to database Job ''. Description: Connection to the job failed. Invalid username or password.
