OSB Can Not Create A Connection Pool In MQ9.3 Without Specifying Queue Manager (Doc ID 3028999.1)

Symptoms

Customer attempts to migrate their services from MQ7.5 to MQ9.3. They have an issue where OSB can not create a connection pool for the resource or connect to one of the queues when they leave the "MQ Queue Manager Name" empty. It seems that the resource "MQ Connection Configuration" does not accept the attribute "MQ Queue Manager Name" as empty.

 Customer already upgraded libraries on their OSB domains to libraries v9
