Goal

In production FMW Infra domain, how can Enterprise manager be used to update the tnsnames.ora file located in "$DOMAIN_HOME/config/fmwconfig/tnsnames.ora"?

When the file is manually updated on one of the remote machines in the domain, it does not persist after doing restart and reverts back to the original file before the update.
