"java.lang.ClassNotFoundException" Error Encountered While Running Password Encryption (Doc ID 3034672.1)

Symptoms

When Oracle Watchlist Screening is running with Oracle Enterprise Data Quality (EDQ) 12.2.1.4.3 jars, the following error is seen after running cmd for password encryption for the director and results schema:

Cmd: java -cp miscutils.jar:i18n.jar:logging.jar:classes encprops . director.properties

EDQ was upgraded from 12.2.1.4.0 or 12.2.1.4.1 to the version 12.2.1.4.3
