Starting the WebLogic Managed Server running OAM it no longer uses the default Oracle Access Protocol(OAP) port

Background

8 OAM servers in the cluster - 4 production and 4 disaster recovery (same cluster)
As a part of migration of the disaster recovery servers to another data center, started the OAM managed servers and the default oam proxy port doesn't come up on DR servers
The hostnames are the same
IPs are different
