Symptoms
The Security Technical Implementation Guides (STIGs) recommend that all the non-secure ports be shut off.
Yet, when all the secure ports in a cluster are shut off, it fails with the "no backend server" message in WebLogic Server's log file.
The cluster would work fine so long as the non-secure ports are left open.
