Oracle Access Manager (OAM) Identity Store Fail-over Functionality Does Not Fail-over

Identity Store was configured for fail-over specifying at location two LDAP servers as in documentation "5.2.4 User Identity Store Settings"
When LDAP endpoint listed as the first one in the Identity Store configuration is down and the second one is up failover doesn't happen.
