Symptoms

When applying an OIT patch, there is an error. 

Error from the Opatch log:

Patching component oracle.outsidein.wcc, 8.5.4.0.0...

Copy failed from '/<Patch Locations>/oit/linux64/lib/contentaccess/exporter' to '/<Oracle_Home>/oit/linux64/lib/contentaccess/exporter'...
Please verify all applications associated with the Oracle Home are shut down. If this is AIX, please perform solution documented in Note 739963.1 on https://myoraclesupport.oracle.com.
